The Dual use problem
In this game, players are faced with a single dual-use problem centred around releasing a virus. The virus was developed to eradicate rats in Titirangi, New Zealand. A major benefit is that it specifically targets the genome of rats, and does not affect birds. In New Zealand.
There is a clear path for development of this this viral technology to target gene expressions in humans - in particular cancerous cells. However, the more development done in this area, the easier it was seen that it could target and eradicate any gene expression.
The dual use dilemma is between a 100% effective cancer treatment, and the risk of a biologic weapon that can target particular genetic populations.
